John Barlow, top administrator at the Muncie Sanitary District, retired Friday after 41 years with the District. The Star Press reports Barlow dedicated more than four decades to the Sanitary District, beginning in 1982 as a laborer in the Water Pollution Control Facility, according to a press release from Muncie City Hall. He is replaced by Rick Conrad, who served as director of the Bureau of Water Quality at the district.
