A Muncie man was arrested this week after he allegedly spanked a neighbor’s 3-year-old child. 49 year old David Wayne Miller was preliminarily charged with battery resulting in moderate bodily injury to a person less than 14 years old after an alleged incident at a home on South Wisteria Lane.
