Police have arrested a Tipton man on multiple charges after he was found passed out in the drive-thru of a Muncie McDonald’s. Police say 34-year-old Matthew Brown failed a field sobriety test and was charged with possession of cocaine, marijuana, & paraphernalia. He was also charged with operating while intoxicated.
