It was a tense situation that forced Richmond Schools to delay the start of classes Monday. A 22-year-old Richmond man has been arrested on a criminal recklessness charge after he allegedly fired shots inside his south-side residence. SWAT teams took Anthony Dwayne Smith into custody without incident. Smith’s home is in a block adjacent to Vaile Elementary.
