Muncie’s economic development officer says city taxpayers won’t be left holding the bag for $17 million in financing approved by officials to build an assisted living and retirement center on the west side. Still, three council members voted against a resolution approving the Payment in Lieu of Taxes arrangment. Six other council members voted in support of moving forward with the plan.
