They say he blew through a construction site going more than 100 mph on I-69 near Pendleton. Indiana State Troopers say Trooper Kendrick Donald pulled over Reginald Duncan, who had a blood alcohol content more than twice the legal limit. Duncan was booked in the Madison County Jail under numerous charges.
