A Henry County man faces two criminal charges over his alleged neglect of two horses. 49-year-old Steven W. Eddy, of Mount Summit, was arrested after being charged with two counts of cruelty to an animal. The charging documents allege Eddy “did recklessly, knowingly or intentionally abandon or neglect” a palomino mare and a stallion.
