In New Castle a man has been charged with domestic violence from an incident at their apartment. 22-year-old Jorge Velasquez is accused of refusing to allow his girlfriend and her baby to leave and causing damage to their home. The police report says Velasquez was highly intoxicated, was breaking things and refused to let his girlfriend leave. When he was arrested, his blood alcohol level was more than three times the legal limit to drive.
