The Muncie man who called 911 to report his girlfriend shot his mother Thursday morning has been charged with firing the shotgun. The Sheriff’s department says 42-year-old Richard Franks took meth in the hours before 73-year-old Bonnie Lou Franks was killed in her home on the southside of Muncie about 4:30 a.m. Thursday. Detectives say the man later admitted to killing his mother.
