A scam in Carmel has residents on guard. Police saying the scam artists are using fraudulent emails that appear to be from the city. The email says the person has been recorded by a traffic camera on 96th Street and Keystone Avenue and now owes a fine for a traffic violation. Police say there are no traffic cameras there.
