A Muncie man convicted for a rape for the third time is going to prison to 62 years. 41-year-old Billy Stacy Jr. was “definitely” labeled the worst of the worst offenders, according to the judge in Delaware Circuit Court 4. Stacy was found guilty of assaulting an acquaintance and choking her into unconsciousness in December 2014.
