A Madison County judge has declared an Anderson man incompetent to stand trial. Following conflicting testimony from two mental health professionals, the judge ruled that 29-year-old William R. Rothel is unable to participate in the preparation of his trial after being charged with holding a screwdriver to the neck of an 8-year-old boy in December.
