A former topless bar license holder is asking the Delaware County Alcoholic Beverage Commission to transfer its license to a bar at 1101 S. Walnut Street called Uggly’s, which the owner says won’t be a gentleman’s club. The owner of the license wants to sell it to a man who wants to build a sports bar with food and drinks and a country feel.
