Muncie officials violated Public Records Act, state says

The state says Muncie officials broke the Access to Public Records Act when it refused to disclose the reasons for firing an employee, Gretchen Cheesman. The act says it must disclose the final decision in public employment and the city said it wasn’t final because it was being appealed. The state clarified the law, saying they’re required to give the info on their final decision, regardless of whether its appealed, and the didn’t do that.
