A Muncie man who emailed a member of Muncie Community School Board telling her to resign is facing a harassment charge. Robert Weaver sent three emails to Kathy Carey’s ‘school board’ email account. None were threatening, however the prosecutor says the emails were meant to harass, annoy or alarm the recipient with no intent of legitimate communication. Weaver says he is a stakeholder and has the right to express his opinion.
