A Muncie man is dead in a police shooting on the city’s east side. 26-year-old Storm Allen Smith was pronounced dead at the scene of the shooting, Friday night just before 8. Police responded to the report of threats near the Muncie Bypass along East Jackson. Records show the shooting took place during a struggle between the victim and an unidentified police officer – who is now on administrative leave pending an investigation.
