The Muncie Animal Shelter wants the city to change the animal care ordinance to force dog owners to shelter their pets when temps go to 20 degrees or below. Director Phil Peckinpaugh is expected to ask Muncie City Council to allow them to enforcement and fining owners $100 for non-compliance. He told the Star Press that the group gets multiple calls each day about dogs being left outside without proper housing and there’s nothing they can do now, except talk to the owner. The issue is on the Feb. 1st agenda. It may not be in time, however, because typically council takes action on items on their second reading, which is a month later.
