Police officers have put a Muncie woman behind bars after she allegedly confessed to striking an unruly child upwards of 20 times with a belt. FOX 59 reports 36 year old Jessica A. Woodward is currently being held in Delaware County Jail. She faces preliminary charges of neglect of a dependent, a Level 5 felony, and domestic battery, a Level 6 felony.
