Muncie Deputy Mayor Accepts HR Director Position at Sanitary District

Termed in a City of Muncie press release earlier this week as a “significant development following the recent city council decision to defund his position,” former Deputy Mayor Richard Ivy has accepted the position of HR Director with the Muncie Sanitary District. The MSD didn’t have a separate HR gig until it was created in 2024’s budgeting process, according to Board President Stephan Brand, and was only funded for the second half of 2025.

More on the hiring of Richard Ivy as HR Director of the Muncie Sanitary District Board President Stephan Brand’s “notes” indicated candidate interviews didn’t happen until August 28th, and September 11th, though Muncie Mayor Dan Ridenour read a portion of Ivy’s resignation letter on October 30th on a social media post. Amber Greene, who’s position was also defunded by City Council responded to our questions that the HR job was posted internally for one week, and externally for 2 weeks, and 4 of the 12 applicants were interviewed. She also shared Ivy’s salary goes up from just over $71,000 as Deputy Mayor of Muncie, to just over $76,000 with MSD.


We asked for a comment from Linda Hanson, President of the League after election night – “Delaware County’s 61% turnout is a significant improvement in voter participation in our democracy! It may even help us get Indiana out of the basement ranking nationally. Such an increase in voter turnout took a lot of effort by a number of groups and individuals, and the League of Women Voters hopes to see that investment continue to make our democracy work.

Republicans, who entered this year’s campaign with a 70-30 House margin, captured a super-majority at the Indiana Statehouse for the seventh straight election on Tuesday. While Democrats had made inroads in the northern Indianapolis suburbs, StateAffairs.com says they were unable to make a breakthrough. Republicans will also maintain their 40-10 majority in the chamber, as they also recaptured all state Senate seats.
