A day after she lost a bid to win a third term as Delaware Circuit Court 2 judge, Kimberly Dowling on Wednesday ordered that a local man convicted of murder more than three decades ago be released from prison. According to the Star Press, 51 year old Matthew Stidham was 17 when he participated in the robbery and slaying of Daniel Barker, an Eaton man, in February 1991.
