Two Delaware County residents are facing neglect charges after they were found, allegedly unconscious in a vehicle outside the Marathon convenience store at Tillotson and Bethel avenues about 6 p.m. Saturday. Police say in that vehicle, along with 36 year old Kimberly Dale and 44 year old Michael Dale, were their four year old twins. They were being held in the Delaware County Jail.
