Two Winchester residents were arrested Wednesday night after two men were shot outside a local home. The Star Press reports 30 year old Noel T. Cottrell is charged with attempted murder, criminal recklessness and battery with a deadly weapon. 35-year-old Kaitlyn Burhans was charged with conspiracy to commit murder, conspiracy to commit criminal recklessness and assisting a criminal.
