Officers have arrested two parents after finding their toddler walking around a dollar store. FOX 59 reports Deanna Firman, 26, and Justin Doan were both charged with three counts of Neglect of a Dependent after a witness told police they saw the child walking around the dollar store in Elwood alone for nearly 20 minutes. The officer recognized the child from two previous incidents in which the child had gotten out of their home.
