A state prisoner from Madison County was among more than 20 inmates who filed individual lawsuits this week against the Indiana Department of Correction for alleged unconstitutional conditions at the Putnamville Correctional Facility. 35 year old Robert Small claims there is inadequate ventilation, overcrowding and traumatizing noises that come from an on-site firing range and from a nearby active rock quarry.
