Two Delaware County residents face felony neglect charges over injuries a 7-year-old boy suffered when he was attacked by a dog. According to the Star Press, Vincent Bearden and Amanda Hill, both 32 and of Albany, were charged this week in Delaware Circuit Court 5 with neglect of a dependent resulting in serious bodily injury.
