The brother of Delaware County Sheriff Tony Skinner was fatally shot early Thursday during a standoff with Muncie police. The Star Press reports 45 year old Richard Skinner was pronounced dead at the scene of the shooting, at his home on Muncie’s northeast side. During a stand off with police, Skinner reportedly pointed a weapon at an officer and he was shot at least once with a police rifle.
