Official charges have been filed against John D. Miller for the 1988 rape and murder of April Tinsley. The Allen County Prosecutor’s formally charged Miller with murder and child molestation Wednesday. April’s mother, Janet Tinsley said that she wants prosecutors to seek the death penalty and that she wants to be present if Miller is executed. Prosecutors have not said if they will seek the death penalty.
