Residents in Blackford County needing assistance with heating bills this winter will once again be able to apply for assistance at the local Community & Family Services in Hartford City. The Blackford CFS, at 1015 W. Washington St., is one of 22 community organizations throughout the state where Hoosiers can apply for the Winter Assistance Program.
