A Randolph County man has been detained on accusations of neglect of a dependent and non-support of a parent. 54-year-old Phillip E. Weimer is accused of failing to seek medical help after his elderly mother she broke her hip and had been sitting in a chair for three months since the incident. She was in a severe state of neglect and the home was unfit for living. The woman is receiving care at a Richmond hospital.
