A Delaware County judge on Monday declined to set bond for a Muncie man accused of fatally shooting his mother. 42-year-old Richard Milton Franks is charged in the June 30 murder of Bonnie Lou Franks. Authorities said the 73-year-old victim was shot in the head, with a shotgun, in her West Fleetwood Drive home. Franks is set to go on trial January 9th.
