Muncie police say he stole 39 pairs of Ray-Ban sunglasses – valued at more than three-thousand dollars. 40-year-old Richard Ballard Howell III, of Muncie, stuffed the sunglasses into his hooded sweatshirt during two visits to a northside eye care center. Howell was being held without bond in the Delaware County Jail.
