Five children living in squalor were removed from a Muncie home and their mother is being charged with neglect. The home on S. Franklin St. was in horrible condition, according to Muncie police. Only one bed, no food in the refrigerator, no air conditioning, and the plumbing doesn’t work and there was only one fan. The animal shelter removed 13 animals from the home. The woman, 37-year-old Heather Parks, was jailed on five counts of neglect of a dependent. The children are being cared for by Child Protective Services.
