More details are emerging about a severe case of child and animal neglect. Five kids and 13 animals were removed from a Muncie home that police say was in horrible condition. Only one bed, no food in the refrigerator, no air conditioning, only one fan, and the plumbing didn’t work. The woman, 37-year-old Heather Parks, was jailed on five counts of neglect of a dependent. The children are being cared for by Child Protective Services. The animals were taken in by the Muncie shelter.
