James Noble was one of 43 men who drafted and signed the Indiana state constitution, laying the groundwork for statehood six months later. A wreath-laying at Noblesville City Hall to honor the city’s namesake is the first in a series of ceremonies in 32 Indiana cities over the next three weeks.
