An Anderson man is charged with sexually abusing a child who is now nine years old. The suspect is Justin Scruggs, arrested last night and booked into Madison County Jail. The girl now lives in South Dakota and told investigators Scruggs molested her in Anderson when she was six and again before her 9th birthday. He’s being held without bond.
