Home improvement fraud charges have been filed against a Muncie man for the 6th time. Kevin Hatfield was charged earlier this month for accepting nearly $1,000 from a local couple and agreeing to purchase and install a window for them. The couple filed a complaint after the man allegedly never returned and didn’t do the work. Hatfield has been prosecuted for the same crime, first in the 1990s, and several cases over the last 16 years.
