A Winchester couple is facing drug charges after a month-long police investigation. Kala Hibbard and Zachary Fellers are suspected of running a marijuana-grow operation, and possessing heroin and cocaine. They’re in Randolph County jail. Hibbard already has a drug possession case set for August in Superior Court.
