A Frankfort man is under arrest after police say he “scalped” a 3-year-old girl. Police say the child’s mother and suspect’s girlfriend, discovered swelling on the side of the child’s head and took her to the hospital; she later was transported to Riley. The suspect, Andrew J. Milburn, allegedly struck the girl multiple times on the head, and pulled her hair resulting in what doctors’ say was a scalping injury. Milburn remains in custody and is being held on a $25,000 bond.
