Look for big changes along Neely Avenue. INDOT has awarded a $1.5-million contract to reconstruct Neely Avenue between Ball State University and the Minnetrista campus. It will include pavement replacement, bike lanes, and a landscaped median. On-street parking on Neely will be eliminated.
