Police have charged a local man with stalking his former girlfriend. 51-year-old Charles Harris allegedly had electric service turned off at her home, and sent change of address forms to the post office to get her mail. He was already charged with battery from a January case. He’s being charged as a habitual offender for over 30 years of run ins with the law.
