A Winchester couple is facing animal cruelty charges after two abandoned dogs were found chained outside a mobile home – one was dead, the other malnourished. William and Jessica Brandenburg are both charged and face a year in jail. Their initial hearings are set for March 16th in Randolph Superior Court. The couple had apparently moved out two weeks before deputies were called to check on the animals.
